Located on the western edge of the Phoenix metropolitan area, Glendale is a culturally diverse community with approximately 230,000 residents.  Glendale is also an exciting sports, shopping, and entertainment destination, famous for its well-preserved charm.
 
 The Glendale Police Department employs 436 sworn officers and 150 civilian employees.  The Department is organized into two functional bureaus: the Operations Bureau and the Investigative and Administrative Services Bureau.

 Reporting to the Forensic Supervisor in the Criminal Investigations Division, the Forensic Technician analyzes, photographs, collects, preserves, and presents evidence from major crime scene investigations and serious traffic accidents.  This work is performed in the field, including crime scenes, autopsies, and in the laboratory.

 IMPORTANT NOTE:

This recruitment process will be used to fill full-time contract Forensic Technician positions with the Glendale Police Department. Contract positions are one year terms with the option to be renewed for a second year. The only benefits offered with contract positions are medical, sick time, and ASRS retirement.  

The current contract positions available will be operating on a swing shift schedule.

Essential Functions


  1. Develops, collects, preserves and presents biological evidence, which may include latent fingerprints, tire prints, shoe prints, tool marks, firearms, drugs, DNA and other physical evidence from crime scenes.

  2. Digitally records evidence at crime scenes with either a camera and/or a 3D scanner at major crime scenes and serious accidents.

  3. Utilizes special processing techniques, chemical solutions, a forensic light source or other specialized equipment to develop, record, and preserve evidence.

  4. Attends autopsies to photograph injuries or obtain fingerprints from deceased individuals.

  5. Testifies in legal proceedings as a witness in connection with their responsibilities at a crime scene. 

  6. Participates in a structured training program. Successfully completes annual proficiency tests to demonstrate a maintenance of skill levels. Provides assistance to Forensic Scientists, Detectives, and Police Officers in the preservation, documentation, and presentation of physical evidence. Writes departmental reports and supplements. 

  7. Accepts, documents, and enters evidence into the department Record Management System.

  8. Inputs data or information into a terminal, tablet, or PC device.

  9.  Prepares and maintains records of technical and scientific findings in accordance with ISO 17025 requirements. Maintains working knowledge through education and training in relevant techniques and procedures in the field of forensic science.

  10. Gives presentations at schools and community groups on forensic capabilities. 

  11. Performs other related duties as assigned.


Minimum Qualifications/Special Requirements/Success Factors

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.  Candidates with one year of experience in crime scene processing and/or an Associate’s Degree in criminal justice, chemistry, biology, or a related field will be given preference.  

Knowledge of:
The basic principles involved in scientific examination of physical evidence
The basic uses and effects of hazardous and toxic chemicals
The operation, maintenance, care, and use of scientific instruments and apparatus used for the detection and preservation of physical evidence at crime scenes
Safety procedures and biological hazard precautions utilized during evidence collection
Firearms safety and handling
Department rules and Standard Operating Procedures

Ability to:

Learn and apply Standard Operation Procedures to the collection of physical evidence

Perform job duties in conditions which include decomposing bodies, strong odors, insects, hostility, emotionally charged situations, child and animal victims; Perform detailed work with a high degree of accuracy and integrity

Collect, preserve, document, and report activities related to criminal or department investigations. Abide by verbal and written instructions; Produce written documents in English with clearly organized thoughts using proper grammar

Effectively communicate findings of scientific tests both orally and in writing

Communicate in English effectively orally one-on-one, in a group setting, over the phone, and on the police radio. Learn job-related material through oral instruction, observation, structured lectures and readings

Complete required OSHA/safety training

Work safely without presenting a threat to self or others

Instruct others in a classroom setting

Present findings in court proceedings

Work cooperatively with the public and other City employees

Operate a variety of standard office equipment


Special Requirements
Valid Arizona driver's license with acceptable driving record
Individuals must be physically capable of operating large vehicles safely
Applicant must obtain Terminal Operator certification and maintain this certification during employment
Must be available to work rotating shifts with irregular hours, weekends, holidays, on-call basis and availability over the normal duty hours
Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy
Some positions will require the performance of other essential functions depending upon the assignment or shift


Physical Requirements/Working Conditions

Remain in a standing or sitting position for extended periods of time, in a variety of weather conditions; Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively on the telephone and in person.
 
 Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to perceive and discriminate colors or shades of colors, patterns, identify and evaluate evidence, conduct laboratory analysis, and review or prepare written documents and materials.
 
 Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in a laboratory or field setting.  This would include heavy lifting of up to 50 pounds, climbing ladders, or flying in helicopters or airplanes. Traveling over rough, uneven, and rocky surfaces may be required during investigations.
